The aim of this study is to investigate wether the participatory democracy is a threat or a complement to the representative democracy. To achieve my purpose I will focus on two different lokal councils, the civil council in Hovsjö and the youth council in Västra Skogås, which have been objects of the urban policy in 1998. The theoretical framework on which this study is based consists of the participation democratic theory, Representative democratic theory and implementation theory. By problemizing these theoretical frameworks in comparison with eachother I will mapp how these two lokal councils were implemented. The research question is: In what way was the civil council and the youth council a complement or threat to the representative democracy? In which way was it difficult to implement them?The method used for this purpose is a qualitative comparative case study.

Demokratiutveckling i svenska kommuner : en komparativ studie ur deltagardemokratisk synvinkel

The main purpose of this paper is to examine and compare the democratic situation and developement in Malung and Nyköping, through a perspective of participatory and deliberative democratic theories. The questions I?ve examined are On what priorities the actions of developing democracy are built? Which positive effects have been reached and what problems have arisen? What are the solutions they have found to the problems? How does one experience the results of the experiments and actions taken? What are the similarities and differences between the two cases? and What is their relationship to the theories mentioned above?The questions are answered through interviews with four central actors in each case and examined in relation to participatory and deliberative democratic theories and in comparison of the two cases.The results have been that even if none of the cases respond to one theoretical ideal, they have touches of both theories as well as representative theory. It shows, however, that in Malung the representative democracy theory is the strongest represented in actions and politics, while in Nyköping the participatory democratic theory is stronger. In short, the most positive and negative effects respond well to the theories..

Den lyssnande demokratin - En studie av kommunalpolitikers syn på den svenska demokratin

Local politicians are key actors in the democratic system and their ideas concerning democracy plays a central role in local democratic politics. The study's point of departure is the notion that local politicians are dependent of coherence between practice and theory concerning democracy and in the study of their ideas we acquire knowledge about the democratic practice.This study examines the local politicians? view of Swedish democracy and explores the logic of the discourse that makes statements concerning democracy possible. Twenty local politicians have been interviewed and from the material a discourse have been established through the use of formulation of problems and cause, nodal points and chains of analogy which is compared with democratic ideals.The study comes to the conclusion that a hegemonic discourse exists, in which central nodal points are representative and listening. The idea of the representative system is hegemonic and is based in the liberal democratic ideal although the view of the citizens rather can be traced to the radical, communitarian and deliberative ideal.

The aim of the following paper has been to test the democratic peace theory through applying it on the conflict between Russia and Georgia in 2008.  This to either falsify the theory or come to the conclusion that the states? democracy was not satisfactory in regards to the definition of liberal democracy. The questions asked are: Was Russia and Georgia democratic states? Is democracy a protection from war? And which aspects of the liberal democratic theory, if any, were not satisfactory in either of the countries? The results show that the democratic peace theory is valid in this case and that neither one of the states were democratic.

Att missa målet - en studie av kommunal målstyrning ur ett demokratiperspektiv

The aim of this study is to illuminate and discuss a case of political steering, specifically Managment-By-Objectives (MBO) in Swedish municipalities, from a democratic perspective. The essay examines a discrepancy between MBO in the Swedish municipalities and democratic theory.To fulfil the aim of the study one leading politician and one leading civil servant from five municipalities have been interviewed on this matter. This material is discussed in the light of a democratic theory constructed specifically for this essay. The democratic theory consists of three main democratic values in the democratic process: debate, transparence and the ability to demand political accountability.The main conclusion is that there is a contradiction in the use of MBO and the democratic values of debate, transparence and the ability to demand political accountability. MBO has resulted in a lack of debate and transparency and furthermore, it has made it increasingly more difficult to demand political accountability..

The primary purpose of this thesis is to study how political agents construct and give meaning to the concepts of democracy, representative democracy and referendums. The starting point of the thesis is the pressing issue whether or not Sweden should hold a referendum on the new EU constitution. To analyze this question my choice of method is critical discourse analysis and the topical theories revolve around democracy and responsibility.My study shows that there are three different discourses in this debate: ?the democratic process?, ?the representative democracy? and ?the concept of democracy?. However, the meaning of the concepts in these discourses varies depending on which side the political agents are on.

Deliberative democracy theory has been prominent within political science research since the early 1990?s, often applied in studies on postnational democratic constellations, in particular the European Union. Of the main institutions of the union, the European Parliament stands out as somewhat understudied from this point of view, which is why the main aim of this thesis is to study the conditions for deliberative democracy in the European Parliament.From deliberative democratic theory four criteria have been selected to function as methodological framework in analysing the institutional structure and proceedings of the parliament. Each of the criteria is applied separately to the practice and function of the plenary sessions, the parliamentary committees and the political groups. The analysis shows that the conditions for deliberative democracy differ between the three fora, as do their respective roles in parliament, but all in all they supplement each other.

The aim of this paper is to examine whether the theory of cosmopolitan democracy provides a satisfactory solution to the boundary problem in democratic theory. I argue that David Held's version of cosmopolitan democracy rests on two incompatibleprinciples: the all-affected principle and the all-inclusive principle. However, the theory does not need to presuppose both these principles; it requires only one of them.Furthermore, I try to show that both of these principles fail to provide an adequate solution to the boundary problem. The all-inclusive principle suggests that all citizens of the world should be included in a global democratic unit. I argue that such an ideal is not desirable since it conflicts with the principle of subsidiarity and withdraws from regional political communities their sovereignty.

Given that, surprisingly little attention has been paid to the so called boundary problem of democratic theory, or, in other words, the question of who should be included in the democratic community. Lately, the historically given boundaries have been questioned in favour of a cosmopolitan democracy. Still, little has been said about the boundary problem in general, especially from a theoretical point of view.

This study is about youths, democracy and school. It seeks to describe and problemize the school's role in the democratic society. Firstly, using Social Representations Theory, 44 upper secondary shool pupils? representations, or conceptions, of democracy are described and discussed. These representations are then analyzed in relation to the school's role in the democratic society, as it is described by different researchers.The results show that many of the youths have a rather simplistic and abstract view of democracy, describing it only in terms of general principles and the main features of the representative democracy, such as voting in national elections.

?Liberal Democracy? is a common term in political theory, and it is used as if it had a commonly accepted referent, with both normative and descriptive content. This is certainly the case in democratic theory, where it on the one hand seems to refer to a normative democratic model; on the other hand it is used descriptively, to refer to real-life democracies. The deliberative democratic sub-field is not an exception; on the contrary, the term is frequently used albeit rarely defined; yet the concept it refers to is supposedly developed enough to allow detailed propositions about its citizens?s political behaviour.This essay is an attempt to analyze how Liberal Democracy is used by three deliberative democrats (Jürgen Habermas, John Dryzek and Stephen Elstub), in order to understand the democratic model (or models), whether normative or descriptive, they refer to.
